Cat Care Network advocates aggressive spay-neuter, trap-neuter-return [TNR], foster
care and adoption programs, particularly for cats and kittens whose kill rates are as high as 100 percent in animal facilities. The organization advocates low-cost, spay-neutershots programs for cats in low-income households in rural and remote northeast New Mexico and southeast Colorado.
